Name: Consideration of a Resolution approving one "free use" day at Sunset Center for the Carmel-by-the-Sea Garden Club for a fundraising event on March 2, 2013.

Description: The Carmel-by-the-Sea Garden Club has requested one of the City's "free use" days at the Sunset Center on March 2, 2013 to hold a fundraiser. Proceeds from this event will go toward an Endowment Fund for ongoing maintenance of garden projects throughout the City.

Overall Cost:
City Funds: N/ A (although the value of a "free use" day is $2,000)
Grant Funds: N/ A

Staff Recommendation: Adopt the Resolution approving one free use day for the Carmel-by-the-Sea Garden Club's fundraising event at the Sunset Center in March 2013.

Important Considerations: The City receives five "free use" days at the Sunset Center each fiscal year to award to requesting nonprofit organizations. Staff, however, is now receiving more requests for one of these days than there are days to allocate. It is important for Council to note that on the same day the request from the Garden Club was received, a similar request came from the Carmel Music Society, which requested a free date in late May/early June for its annual youth music competition.

Since Council had awarded four of its five annual dates, with only one day left to grant and two requesting organizations both seeking a day, the Carmel Unified School District graciously donated one of its " free use" days to the City so both groups will be accommodated this fiscal year. With the increasing number of competing requests,

Council may wish to consider how to best allocate the City's five "free use" dates in the future.

Decision Record: Council has awarded a "free use" day to the Carmel-by-the-Sea Garden Club for its annual fundraising event each year from 2008-2011. (The group did not hold an event in 2012). "Free use" days for FY 2012/2013 have been granted to the Carmel Foundation; the Carmel Public Library Foundation; the Carmel Authors and Ideas Festival; and the Carmel Art and Film Festival.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARMEL-BY-THE-SEA APPROVING ONE FREE USE DAY AT SUNSET CENTER BY THE CARMEL-BY-THE-SEA GARDEN CLUB FOR A FUNDRAISING EVENT ON MARCH 2, 2013

WHEREAS, the City has a total of five free use days at the Sunset Center available each fiscal year for non-profit civic organizations that provide a public service to the Carmel community; and

WHEREAS, the Carmel-by-the-Sea Garden Club has requested the City grant one of these days for use of the Sunset Theater and lobby on March 2, 2013 for a fundraising event; and

WHEREAS, the Carmel-by-the-Sea Garden Club works to improve and maintain the City parks and promotes horticultural education, preservation and conservation throughout the City.

NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF CARMEL-BY-THE-SEA DOES:

1. Approve granting the Carmel-by-the-Sea Garden Club one of the City’s “free use” days for use of the Sunset Theater and lobby on March 2, 2013.

Re: Free Day for Carmel-by-the-Sea Garden Club Fundraising Event at Sunset Center

Dear Jason,

The Carmel-by-the-Sea Garden Club is planning a fundraiser to be held at Sunset Center on March 2, 2013. We have reserved the Theater and Carpenter Hall for that date. When the City Council is able to consider allotting free days in 2013 at Sunset Center, the Club would greatly appreciate being considered as a recipient.

A well-known and very entertaining floral designer will be our featured speaker in the theater, and an estate sale will take place in Carpenter Hall.

The purpose of the event is to raise funds for an Endowment Fund which our club has created to benefit the ongoing maintenance of three garden projects in Carmel, Piccadilly Park, Harrison Memorial Library Garden and the Del Mar Dunes Restoration project currently underway. Although the Garden Club facilitated the funding of the renovation of the City Hall (Ridder) Garden, the maintenance of that project will be the responsibility of the City of Carmel.

Since the founding of the Club in 1980, the Members have participated in improving and maintaining the City Parks through hands-on gardening, fundraising, and contributing plans from prominent landscape architects. An Endowment Fund was created to ensure these dedicated efforts are not lost over time. Once the targeted goal of the Fund has been met, the interest will be available for us to use to keep the gardens in good condition for public enjoyment and the enhancement of our lovely city.

Thank you and the City Council for considering our request for one of the City's Free Days.
