Name: Consideration of a Resolution designating Scenic Road a one-way street from Santa Lucia Avenue to Martin Way.
Description: Scenic Road is a one-way street from Eighth A venue to Santa Lucia Avenue. Scenic Road then becomes a two-way street as it runs south to Carmel River State Beach. The City owns and maintains Scenic Road from Santa Lucia A venue to Martin Way. The remainder of the Scenic Road is owned and maintained by Monterey County. This resolution would authorize City staff to convert the City's portion of Scenic Road south of Santa Lucia Avenue to a one-way street.

Staff Recommendation: Adopt the Resolution.
Important Considerations: A joint public workshop was held on 25 January 2012 to discuss the proposal to make all of Scenic Road one-way. The overwhelming majority in attendance were supportive of the proposal. The City will coordinate with the County on the implementation of the project to ensure that both portions of Scenic Road are converted to one-way simultaneously.
Decision Record: On 11 April2012 the Planning Commission approved a Coastal Development Permit for this project.

RESOLUTION 2012-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARMEL-BY-THE-SEA DESIGNATING SCENIC ROAD A ONE-WAY STREET FROM SANTA LUCIA AVENUE TO MARTIN WAY
WHEREAS, Scenic Road is a one-way street from Eighth Avenue to Santa Lucia Avenue and then becomes a two-way street south of Santa Lucia Avenue; and
WHEREAS, the City of Carmel and Monterey County held a public workshop on 25 January 2012 to discuss the potential of designating Scenic Road one-way from Santa Lucia Avenue to Carmel River State Beach; and
WHEREAS, the majority of attendees at the workshop expressed support for the proposal; and
WHEREAS, designating Scenic Road a one-way street has several benefits including improved safety for pedestrians, bicyclists and vehicles, reduced need for bluff armoring and the creation of a consistent traffic pattern; and
WHEREAS, on 11 April 2012 the Planning Commission issued a Coastal Development Permit for this project; and
WHEREAS, Carmel Municipal Code Section 10.24.010 requires the adoption of a Resolution by the City Council to designate a street as one-way.
NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF CARMEL-BY-THE-SEA does hereby:
Designate Scenic Road a one-way street from Santa Lucia Avenue to Martin Way.
